Tendering Manager – OHTL & Underground Cable (UGC) Projects 📍 Saudi Arabia | ⚡ Power Transmission / EPC ProjectsAbout the RoleWe are seeking an experienced Tendering Manager specializing in Overhead Transmission Lines (OHTL) and Underground Cable (UGC) projects to lead end-to-end bid management for high-voltage energy infrastructure projects in Saudi Arabia.The role involves managing technical and commercial tendering activities for projects ranging typically from 132kV to 380kV+ systems, ensuring compliance with client standards such as SEC and major EPC requirements. Key ResponsibilitiesLead and manage the full tendering lifecycle (RFQ → bid submission → negotiation → award).Analyze tender documents, specifications, and BOQs for OHTL & UGC projects.Prepare technical proposals including route design, conductor/cable selection, tower configurations, and installation methodology.Develop commercial proposals, cost estimates, and pricing strategies aligned with project scope.Coordinate with engineering, procurement, and construction (EPC) teams for accurate bid inputs.Ensure compliance with Saudi Electricity Company (SEC) standards and international codes (IEC/IEEE). Manage subcontractor/vendor RFQs and evaluate quotations.Conduct risk analysis, value engineering, and optimization during bid stage.Participate in client meetings, clarifications, and negotiations.Maintain bid documentation, lessons learned, and tender database.RequirementsBachelor’s Degree in Electrical Engineering / Power Engineering (Master’s preferred).10–15+ years of experience in power transmission projects (OHTL & UGC).Proven experience in tendering/bidding for HV projects (132kV–500kV). Strong knowledge of:OHTL design (PLS-CADD, tower spotting, sag-tension)Underground cable systems (XLPE, cable routing, installation methods)EPC project costing and contract conditionsFamiliarity with Saudi market, SEC standards, and major clients (e.g., Aramco, SEC, NEOM).Excellent skills in cost estimation, commercial negotiation, and proposal writing.Strong leadership and stakeholder coordination abilities.Key CompetenciesBid Strategy & Commercial AcumenTechnical Expertise in Transmission SystemsRisk Management & Value EngineeringStakeholder & Client ManagementTime Management & Multi-bid HandlingNice to HaveExperience with 380kV transmission line projects and large-scale EPC bids.
