Employment Type: Full-TimeAbout the RoleWe are looking for an experienced Tendering Manager – OHTL & Underground Cable (UGC) Projects to lead the preparation, coordination, pricing, and submission of major EPC power transmission tenders in Saudi Arabia.The successful candidate will have strong expertise in Overhead Transmission Lines (OHTL), Underground Transmission Cables (UGC), techno-commercial estimation, bid strategy, contract review, commercial risk management, and multidisciplinary tender coordination.Experience within the Saudi power transmission market, particularly projects involving Saudi Electricity Company (SEC), major utilities, EPC contractors, developers, and infrastructure stakeholders, will be highly valued.🔹 Key ResponsibilitiesTender & Bid ManagementLead the complete tendering process from ITT/RFP receipt through bid submission, clarifications, and negotiations.Review tender documents, specifications, drawings, BOQs, schedules, commercial conditions, and contractual requirements.Develop tender strategies, bid plans, submission schedules, and responsibilities.Manage multiple tenders simultaneously while ensuring accuracy, competitiveness, compliance, and timely submission.Technical & Commercial CoordinationCoordinate with engineering teams to develop technically compliant proposals for:HV/EHV OHTL projectsUnderground transmission cable projectsSubstations and associated transmission worksCivil, structural, electrical, and installation scopesCoordinate with procurement teams, suppliers, and subcontractors to obtain competitive quotations.Review technical offers, quotations, exclusions, deviations, and compliance statements.Lead BOQ/MTO analysis, cost estimation, pricing summaries, and commercial evaluations.Estimation & PricingLead detailed EPC cost estimation and tender pricing.Analyze quantities, construction methodology, manpower, equipment, productivity, logistics, materials, and subcontracting requirements.Develop pricing for major OHTL and UGC components, including:Conductors & OPGWTowers & steel structuresFoundationsInsulators & fittingsEarthing systemsHV/EHV cable systems & accessoriesCable installation & jointingCable trenching, duct banks & joint baysCivil worksTesting & commissioningTransportation & logisticsConduct cost benchmarking, commercial analysis, and value-engineering exercises.Contract & Commercial ManagementReview scope, payment terms, LDs, performance guarantees, retention, advance payment, bonds, warranties, delay provisions, variations, insurance, taxes, and duties.Identify commercial and contractual risks, exclusions, qualifications, and deviations.Develop tender risk registers and mitigation strategies.Coordinate with legal, contracts, and commercial teams on contractual clarifications.Client & Stakeholder ManagementCoordinate with clients, consultants, utilities, EPC partners, suppliers, and subcontractors during the tender stage.Manage technical and commercial clarifications and tender addenda.Participate in pre-bid meetings, site visits, clarification meetings, and negotiations.Support management during commercial negotiations and post-tender discussions.Saudi Market & Utility KnowledgeMaintain strong knowledge of the Saudi power transmission and EPC market.Demonstrate familiarity with SEC requirements, Saudi transmission projects, approved vendors, local-content expectations, and applicable Saudi standards/specifications.Monitor market trends, material prices, labor costs, supplier rates, and subcontractor pricing.Maintain market databases covering suppliers, subcontractors, and relevant OHTL/UGC costs.Support management in identifying upcoming opportunities and developing bid strategies.LeadershipLead multidisciplinary tender teams across:EngineeringEstimationProcurementConstructionPlanningQA/QCHSEFinanceCommercial / ContractsAssign responsibilities and ensure timely completion of deliverables.Review final technical and commercial submissions prior to management approval.Mentor and develop tendering, estimation, and commercial professionals.🎓 Required Qualifications & ExperienceBachelor's degree in Electrical Engineering, Civil Engineering, Power Engineering, or a related discipline.10+ years of relevant experience in tendering, estimation, proposals, or commercial management within the power transmission/EPC sector.Proven experience with OHTL and/or Underground Cable (UGC) projects.Strong experience preparing and managing EPC tenders and techno-commercial proposals.Previous experience in the Saudi Arabian power transmission market is highly preferred.Experience with SEC, Saudi utilities, or major EPC contractors is strongly preferred.Strong knowledge of tendering, estimation, contracts, procurement, and project execution.⚙️ Technical & Professional SkillsStrong understanding of HV/EHV transmission systems and EPC execution.OHTL expertise covering towers, foundations, conductors, OPGW, insulators, fittings, and associated works.UGC expertise covering cable systems, installation, jointing, testing, trenching, ducting, and civil works.Strong cost estimation, pricing, BOQ/MTO analysis, and commercial evaluation skills.Strong contractual and commercial awareness.Ability to interpret technical specifications, drawings, and tender documentation.Strong negotiation and supplier/subcontractor management skills.Excellent analytical, organizational, leadership, and decision-making abilities.Advanced MS Excel/MS Office skills; ERP, estimation, or tendering software experience is an advantage.Excellent English communication skills.Arabic language skills are an advantage.⭐ Preferred ExperienceCandidates with
