Job PurposeThe Tendering Specialist is responsible for opportunity identification, client engagement, and successful participation in competitive tenders. The role manages the complete tendering lifecycle, from market intelligence and opportunity qualification through proposal preparation, bid submission, and post-tender support, ensuring alignment with the Company's commercial strategy and growth objectives.About the Maritime ClusterAD Ports Group’s Maritime & Shipping Cluster is led by Noatum Maritime, a globally connected agile entity operating across multiple countries. With a fleet of over 250 vessels and decades of expertise, Noatum Maritime offers a diverse portfolio of services delivering “everything you need on the seas.”Responsibilities Tendering & Bid ManagementLead the end-to-end tendering process from opportunity qualification through bid submission and post-tender clarifications. Review Invitation to Tender (ITT), Request for Proposal (RFP), Request for Quotation (RFQ), and Expression of Interest (EOI) documents. Develop tender strategies and coordinate internal stakeholders to ensure competitive and compliant submissions. Prepare commercial proposals, tender summaries, executive approvals, and bid documentation. Ensure all tender submissions comply with client requirements, timelines, quality standards, and internal governance. Coordinate bid clarification meetings and support commercial negotiations following tender submission. Commercial Proposal Development Prepare high-quality commercial proposals, capability statements, presentations, and supporting documentation. Coordinate pricing inputs with Commercial, Chartering, Operations, Finance, and Contracts teams. Develop bid summaries highlighting commercial risks, pricing assumptions, qualifications, and recommended strategies. Support management presentations and internal bid approval processes. Maintain standard proposal templates and continuously improve proposal quality. Client Prequalification (PQ) ManagementManage client prequalification processes across existing and prospective customers. Coordinate submission of corporate documentation, HSEQ information, financial data, technical capabilities, and compliance requirements. Maintain an up-to-date repository of PQ documentation and client registration requirements. Monitor renewal dates and ensure continuous compliance with client qualification systems. Coordinate vendor registrations across target clients and procurement platforms. Market Intelligence & Competitive AnalysisMonitor offshore market developments, upcoming projects, contract awards, and industry trends. Conduct competitor analysis covering pricing, fleet capabilities, market positioning, and commercial strategies. Track major offshore developments and capital projects across target regions. Develop market intelligence reports to support strategic decision-making and bid positioning. Identify emerging markets, sectors, and clients offering future growth potential. Pipeline & Opportunity ManagementMaintain an accurate opportunity pipeline within the Company's CRM or business development tracking system. Track opportunity progress from identification through contract award. Prepare periodic pipeline reports, win/loss analysis, and business development performance metrics. Monitor bid success rates and recommend improvements to increase competitiveness. Coordinate lessons learned following tender outcomes to strengthen future submissions. Cross-Functional CoordinationCoordinate closely with Chartering, Commercial, Contracts, Operations, Finance, Procurement, Technical, and HSEQ teams throughout the tender lifecycle. Ensure technical, operational, commercial, contractual, and financial inputs are incorporated into proposals. Support contract handover following project award. Participate in client meetings, bid clarification sessions, and commercial presentations. Continuous ImprovementDevelop and improve tendering procedures, proposal templates, bid libraries, and knowledge management systems. Standardize commercial documentation and submission processes. Maintain a repository of reference projects, case studies, and supporting marketing material. Promote best practices in business development and tender management. QualificationsBachelor's degree in Business Administration, Maritime Studies, Engineering, Marketing, or a related discipline. 4–6 years of experience tendering, commercial, or bid management within the offshore, maritime, oil & gas, or EPC sectors. English. Arabic is a plusProven experience managing end-to-end tender processes and preparing commercial proposals. Required SkillsStrong understanding of offshore services, vessel operations, and commercial contracting. Experience with client prequalification systems, vendor registrations, and procurement portals. Strong analytical, presentation, and stakeholder management skills. Advanced proficiency in Microsoft Office, particularly Excel and PowerPoint.Financial & Commercial Analysis
