Job Title: Training Manager cum Competency Coordinator

Department: Quality, Training & Competence ManagementRole Overview: The Training Manager cum Competency Coordinator is responsible for developing, implementing, and managing the organization's training and competency assessment system in compliance with DGCA CAR-145 requirements.

The role ensures that all certifying staff, support staff, technicians, inspectors, and management personnel remain competent to perform assigned duties through structured training, recurrent training, human factors training, continuation training, and competency assessments.The position shall maintain training records, competency matrices, authorization controls, and ensure regulatory compliance relating to personnel qualification and competence management within the Maintenance Organization.

Key Responsibilities

Training ManagementDevelop and implement the Annual Training Plan in line with CAR-145 requirements.Identify training needs for certifying staff, support staff, technicians, quality personnel, and management personnel.Coordinate initial, recurrent, continuation, and specialized technical training programs.Manage Human Factors, EWIS, Fuel Tank Safety (FTS), Safety Management System (SMS), and regulatory training programs as applicable.Coordinate OEM, aircraft type, equipment, tooling, and vendor training requirements.Ensure training syllabi remain current with regulatory and organizational requirements.Evaluate training effectiveness and recommend improvements.Competency ManagementEstablish and maintain a competency assessment framework for all relevant personnel.Conduct or coordinate practical skill assessments, interviews, observations, and knowledge evaluations.Monitor personnel competence before issuance or renewal of company authorizations.Develop and maintain competency matrices for all maintenance personnel.Identify skill gaps and implement corrective development plans.Ensure competency evaluations are conducted at defined intervals.Authorization ControlSupport the issue, renewal, suspension, and withdrawal of maintenance authorizations.Verify qualification, experience, competency, and training requirements before authorization recommendations.Maintain authorization records and status tracking.Regulatory ComplianceEnsure compliance with:DGCA CAR-145Aircraft Rules and Civil Aviation RequirementsApproved MOE requirementsHuman Factors training requirementsContinuation training requirementsPersonnel competency assessment requirementsMonitor regulatory changes and update training programs accordingly.Support DGCA audits and surveillance activities related to training and personnel competence.Training Records ManagementMaintain complete training and competency records for all employees.Ensure traceability of qualifications, certifications, licenses, assessments, and authorizations.Manage training databases and learning management systems.Monitor training validity and expiry dates.Audit & Quality SupportSupport internal and external audits relating to training and personnel competence.Provide evidence of compliance during DGCA and customer audits.Monitor training-related findings and ensure timely closure.Participate in quality improvement initiatives.Performance MonitoringAnalyze training effectiveness using established KPIs.Monitor training completion rates and competency trends.Report competency status and training compliance metrics to management.

Qualifications

EssentialAME Diploma/Bachelor's Degree in Aeronautical, Aerospace, Mechanical Engineering, Aviation Management, or equivalent.PreferredDGCA Aircraft Maintenance Engineer (AME) License.Training & Development Certification.Human Factors/SMS Instructor Qualification.
