Our clients include multinationals and SMEs, governments, non-governmental organisations, supra-nationals, and non-governmental organisations.Job DescriptionRole summary:The Training Manager (Government and Military Medical Sector) is the Dubai-based subject matter expert for TCCC and related tactical medical training. The role provides technical leadership, quality assurance and bid input across the UAE and international portfolio, supporting programme design, delivery and continuous improvement.The role holder must have a professional background at paramedic level or international equivalent, gained in civilian emergency medical services, military healthcare or a comparable operational setting. They must be able to advise on TCCC delivery at All Service Member, Combat Lifesaver, Combat Medic/Corpsman and, where relevant, Combat Paramedic or Provider level.Duties and responsibilities:Government and Military Medical Training LeadershipProvide technical leadership for medical training programmes, including TCCC/TECC and related tactical emergency care training. Support the design, review and refinement of medical training pathways, lesson plans, instructor guidance, assessment approaches and supporting materials. Ensure training solutions are operationally realistic, clinically credible and suitable for client environments. Advise internal teams on TCCC levels of training, instructor requirements, learner prerequisites, equipment assumptions and practical delivery constraints. Accreditation, Standards and Quality AssuranceSupport the maintenance and development of accredited training activity, including NAEMT, AREMT or equivalent training centre requirements where relevant. Ensure training delivery is aligned with approved curricula, instructor authorisations, assessment requirements and internal quality assurance processes. Conduct or support quality assurance activity, including course observation, instructor feedback, assessment review and corrective action planning. Maintain clear records and evidence to support audit readiness, accreditation compliance and continuous improvement. Bid Support and Training Solution DevelopmentProvide technical input, instructor models, equipment requirements and outline training concepts for bids and commercial opportunities. Contribute to proposals, statements of work, mobilisation plans, delivery schedules and cost assumptions for training opportunities. Work with commercial, delivery and project teams to ensure proposed solutions are realistic, compliant and aligned with Iqarus capability. Provide subject matter input for emerging requirements, including international projects. Instructor Development and Capability BuildingDevelop an instructor pool capable of delivering TCCC and related programmes to the required standard. Assist with instructor selection, onboarding, mentoring and development, particularly for higher-level tactical casualty care training. Identify capability gaps in the instructor cadre and recommend practical solutions, including recruitment, upskilling, external partnerships or instructor-trainer development. Promote consistent delivery standards, professional conduct and learner-focused instruction across programmes. Client Engagement and Internal CollaborationClarify client requirements, scope and learner profiles to develop credible delivery plans. Work closely with project managers, project coordinators, operations, quality, commercial and senior leadership teams to support effective delivery. Provide specialist advice to the Training Director on medical training risks, opportunities, delivery constraints and capability requirements. Represent Iqarus professionally in meetings, workshops, site visits and client discussions related to medical training. Operational Support and Continuous ImprovementProvide practical support to live projects when specialist technical oversight or training delivery intervention is required. Identify improvements to training materials, equipment sets, delivery models, instructor ratios and learner assessment approaches. Support mobilisation of new training contracts, including training needs analysis, instructor readiness, equipment planning and quality controls. Maintain awareness of relevant developments in tactical casualty care, military medical training and accredited training requirements. Oversee learner assessment, remediation and progression decisions within approved course requirements.Ensure that assessment evidence, feedback and recommendations are complete, defensible and suitable for quality assurance, client review and accreditation audit. The role holder may be required to undertake other duties within the scope of the role.QualificationsQualifications & Experience:Essential:A recognised paramedic qualification, or international equivalent, with evidence of previous registration, licensing, certification or other formal authorisation to practise at paramedic level in the relevant jurisdiction. Current professional registration, licence, certification or clinical currency is not required, but applicants must demonstrate substantive previous practice at paramedic level. Experience delivering or managing medical training programmes for military, government, defence, healthcare, emergency care or public sector audiences. Substantive experience delivering, managing or quality assuring TCCC or comparable tactical medical training for military audiences. Applicants must have experience at more than one training level and sufficient breadth to advise on All Service Member, Combat Lifesaver, Combat Medic/Corpsman and Combat Paramedic or Provider-level requirements. Experience developing, reviewing or managing medical training materials, instructor guidance, assessments, practical skills stations, scenarios, simulations or training pathways. Experience selecting, managing, mentoring or quality assuring instructors in a defence, healthcare, emergency care or public sector training environment. Strong written and verbal English communication skills. Desirable:Military medic, combat medical technician, corpsman, special operations medic or equivalent defence healthcare experience, provided the applicant meets the essential paramedic-level qualification and previous-practice requirements. Understanding of military medical training pathways that support progression towards civilian or internationally recognised emergency care qualifications, including EMT, paramedic, pre-hospital emergency care or equivalent pathways. Experience with NAEMT and/or AREMT accredited training environments, including training centre processes, instructor requirements or quality assurance expectations. International training delivery experience; GCC, NATO, UK, European or comparable defence-sector exposure is advantageous. Experience supporting bids, mobilisation plans, training needs analysis or training solution design for military or government clients. Understanding of quality assurance, compliance and governance requirements within a training or service delivery context. Arabic or other relevant language capability.
