Apply & track with Apply EdgeSaint Croix Falls Treasurer / Finance OfficerPosition SummaryThe Treasurer/Finance Officer serves as the City's chief financial administrator and statutory Treasurer, responsible for safeguarding the City's financial resources and supporting sound financial decision-making. Under the direction of the City Administrator, this position oversees the City's accounting operations, treasury management, budgeting, financial reporting, utility finances, payroll, investments, debt administration, and audit coordination.The Treasurer/Finance Officer partners with City leadership to provide accurate financial information, improve financial processes, maintain strong internal controls, and ensure compliance with applicable laws, regulations, and accounting standards. Essential Duties and ResponsibilitiesFinancial ManagementOversee the City's accounting and financial operations. Maintain accurate financial records and fund accounting. Manage cash flow, investments, and banking relationships. Coordinate annual financial audits. Prepare and maintain financial records in accordance with applicable accounting standards. Ensure compliance with federal, state, and local financial requirements. Budget AdministrationAssist in the development and administration of the annual operating and capital budgets. Monitor revenues and expenditures throughout the year. Identify significant budget variances and recommend corrective actions. Assist department heads with financial planning and budget preparation. Treasury and AccountingMaintain the general ledger. Oversee accounts payable, accounts receivable, payroll, and bank reconciliations. Manage debt service schedules and financial obligations. Administer investments in accordance with City policy and Wisconsin Statutes. Maintain fixed asset records and financial documentation. Utility Financial AdministrationOversee the financial administration of the City's water and sewer utilities. Monitor utility revenues, expenditures, reserves, and financial performance. Assist with utility rate analysis and long-range financial planning. Oversee utility billing processes and related customer account functions. Financial Analysis and ReportingPrepare regular financial reports that provide City leadership with timely and meaningful information regarding the City's financial condition. Analyze financial trends and identify opportunities to improve operations, strengthen financial performance, and support informed decision-making. Assist in evaluating the financial impacts of capital projects, development proposals, grants, and policy initiatives. Organizational LeadershipCollaborate with the City Administrator, Clerk, department heads, auditors, financial advisors, engineers, and other partners. Recommend improvements to financial systems, policies, procedures, and internal controls. Promote efficient, transparent, and accountable financial management practices. Minimum QualificationsAssociate's or Bachelor's degree in Accounting, Finance, Business Administration, Public Administration, or a closely related field. orEquivalent combination of education and progressively responsible governmental or private-sector accounting experience. Preferred QualificationsMunicipal accounting experience. Governmental fund accounting knowledge. Budget preparation experience. Utility accounting experience. Payroll administration experience. Audit coordination experience. Grant financial management. Wisconsin Municipal Treasurer certification or ability to obtain certification. Knowledge, Skills and AbilitiesGovernmental accounting principles and fund accounting. Budget development and financial forecasting. Financial analysis and problem solving. Cash management and investments. Internal controls and risk management. Strong organizational and communication skills. High level of integrity and confidentiality. Proficiency with Microsoft Excel and municipal financial software. Performance ExpectationsA successful Treasurer/Finance Officer will:Maintain accurate, timely, and transparent financial records.
