Utility Resource PlannerRemotePhone + VideoJob description:The Utility Resource Planner will serve as a primary planning analyst supporting participation in regional energy market stakeholder processes, working groups, committees, and market development initiatives. This position will monitor emerging market and regulatory issues, evaluate potential impacts, and develop recommendations to support strategic business decisions.Key ResponsibilitiesMonitor, track, and evaluate regional market revision requests, tariff revisions, business practice changes, and policy initiatives.Analyze proposed policy and market changes and assess their reliability, financial, operational, resource adequacy, transmission planning, and governance impacts.Prepare for regional working groups and committees by reviewing agendas, presentations, technical materials, staff reports, and stakeholder comments.Develop executive briefings, issue papers, decision memos, presentations, and recommended positions for leadership and stakeholder representatives.Coordinate with internal subject matter experts to develop consistent organizational positions on proposed market and policy changes.Facilitate internal review processes to ensure timely development and submission of comments, feedback, and stakeholder responses.Maintain tracking systems for policy initiatives, regulatory actions, stakeholder decisions, voting deadlines, and implementation milestones.Support organizational representatives participating in regional energy market, transmission, reliability, and planning forums.Identify emerging policy and market issues and proactively communicate strategic opportunities, risks, and recommended actions to leadership.Research industry trends, regulatory developments, and market changes to support long-term energy planning and decision-making.QualificationsBachelor's degree in Engineering, Economics, Energy, Finance, Business, Mathematics, Data Analytics, or a related field.3–5 years of experience in electric utilities, energy markets, power systems, regulatory affairs, resource planning, or a related analytical environment.Strong analytical and problem-solving skills with the ability to evaluate complex technical, financial, operational, and regulatory issues.Excellent written and verbal communication skills, including the ability to prepare executive-level materials and communicate recommendations to technical and non-technical stakeholders.Experience working with regional transmission organizations, independent system operators, wholesale electricity markets, or utility regulatory processes is highly preferred.Strong proficiency with Microsoft Excel, PowerPoint, and other analytical/reporting tools.
