As part of a rapidly growing international ecosystem, GSM Kazakhstan delivers customer-centric transportation services, leveraging innovative technologies to enhance service quality and operational excellence.Role SummaryThe Vehicle Management (leadership role) is responsible for the end-to-end management of the company's vehicle fleet, ensuring that vehicles are available, compliant, safe, well-maintained, and efficiently utilized to support business operations.Key Responsibilities1. Vehicle Lifecycle & Fleet ManagementOwn the end-to-end lifecycle management of company vehicles, from onboarding and deployment through maintenance, repair, utilization, and replacement or retirement.Develop and implement vehicle management policies, procedures, standards, and control mechanisms.Establish appropriate fleet management models based on operational demand, vehicle condition, utilization, and business requirements.Monitor fleet quantity, quality, condition, availability, and operational readiness.Develop mechanisms to optimize vehicle utilization and minimize vehicle downtime.Ensure vehicles are properly allocated, tracked, and managed throughout their operational lifecycle.2. Vehicle Onboarding, Registration & DocumentationOversee vehicle onboarding, registration, licensing, insurance, inspection, and other required documentation.Ensure vehicles are legally compliant and ready for operational deployment within the required timeline.Establish standardized processes and controls for vehicle registration and documentation management.Coordinate with relevant government authorities, service providers, dealers, and internal stakeholders on vehicle-related procedures.Monitor regulatory changes affecting vehicle operation and ensure timely implementation of required changes.3. Repair & Maintenance ManagementLead the overall repair and maintenance strategy for the vehicle fleet.Establish preventive maintenance programs, servicing schedules, repair standards, and vehicle readiness requirements.Oversee maintenance and repair activities to ensure quality, safety, turnaround time, and cost efficiency.Monitor vehicle downtime, repair turnaround time, maintenance quality, recurring defects, and maintenance costs.Establish appropriate KPIs and service standards for internal teams and external workshops/service providers.Ensure proper management of spare parts, repair materials, warranties, and vehicle-related technical records.Identify recurring vehicle issues and drive corrective and preventive actions.4. Vehicle Quality, Safety & Operational ReadinessEstablish standards for vehicle condition, cleanliness, safety, and operational readiness.Conduct regular assessments of fleet condition and identify vehicles requiring maintenance, repair, replacement, or temporary suspension from operation.Work closely with Operations and Driver Management teams to address vehicle-related issues affecting service quality.Ensure vehicles meet company standards before being deployed for operations.Develop inspection and quality-control mechanisms to maintain consistent vehicle standards across the fleet.5. Asset & Cost ManagementOversee vehicle asset records, vehicle status, movement, utilization, and lifecycle information.Develop and monitor fleet-related CAPEX and OPEX budgets.Monitor total cost of ownership, maintenance costs, repair costs, downtime costs, and other vehicle-related expenses.Identify opportunities to improve fleet efficiency and reduce unnecessary operating costs.Establish appropriate controls to minimize asset loss, misuse, damage, and inefficient vehicle utilization.Provide regular management reports on fleet performance, costs, risks, and improvement opportunities.6. Logistics & Vehicle MovementOversee logistics activities related to vehicle movement, deployment, transfer, storage, and operational readiness.Establish efficient processes for vehicle transportation and movement between locations, workshops, parking areas, and operational sites.Coordinate vehicle logistics requirements with Operations and other relevant functions.Optimize vehicle movement and logistics costs while maintaining operational availability.7. Vendor & Service Partner ManagementManage relationships with workshops, maintenance providers, dealers, insurance companies, logistics providers, and other vehicle-related partners.Establish service-level requirements, quality standards, performance KPIs, and escalation mechanisms.Monitor vendor performance, service quality, turnaround time, and cost competitiveness.Lead negotiations and improvement initiatives with key service providers in cooperation with Procurement and other relevant functions.8. Team Leadership & Capability DevelopmentLead and develop the Vehicle Management Department, including Vehicle Management, Repair & Maintenance, Vehicle Registration, Asset Management, and Logistics functions.Define team structures, responsibilities, KPIs, and performance standards.Build a scalable vehicle management organization to support fleet growth and expansion.Develop training programs on vehicle management processes, regulations, safety, maintenance, and operational standards.Coach and develop team leaders and key specialists to build strong functional capabilities.9. Data, Systems & Performance ManagementEstablish a centralized and accurate vehicle management database covering vehicle status, registration, maintenance, repair, utilization, and lifecycle information.Develop dashboards and management reports to monitor fleet performance and identify operational risks.Use data and operational insights to improve vehicle availability, utilization, maintenance efficiency, and cost performance.Drive the adoption of digital tools and systems to improve vehicle tracking, maintenance management, documentation, and reporting.10. Cross-functional ManagementWork closely with Operations, Driver Management, Finance, Procurement, Legal, Safety, and other functions to ensure effective vehicle management.Provide recommendations to senior management on fleet capacity, vehicle lifecycle, maintenance strategy, cost optimization, and operational risks.Support business expansion by developing scalable vehicle management processes and infrastructure.Ensure alignment between vehicle management capacity and business growth requirements.RequirementsExperience8+ years of experience in fleet management, vehicle management, automotive operations, transportation, logistics, or a related field.5+ years in a managerial or senior leadership position, preferably managing large-scale vehicle fleets.Proven experience managing 1,000+ vehicles, preferably in ride-hailing, mobility, transportation, logistics, automotive, or other fleet-intensive businesses.Strong experience in vehicle lifecycle management, including vehicle onboarding, registration, maintenance, repair, asset management, and fleet operations.Experience building and managing cross-functional teams and scalable operational processes.Demonstrated experience in fleet cost management, vendor management, KPI management, and operational optimization.Skills & CompetenciesStrong knowledge of vehicle/fleet management principles and operational processes.Strong understanding of vehicle maintenance, repair, registration, licensing, insurance, and compliance requirements.Strong leadership and organizational management capabilities.Excellent analytical and problem-solving skills with a data-driven approach.Strong financial and cost-management mindset.Excellent stakeholder management and communication skills.Strong negotiation and vendor management capabilities.Ability to manage multiple operational priorities in a fast-paced and rapidly scaling environment.Strong process-building and continuous improvement mindset.Key Performance IndicatorsVehicle availability and operational readinessVehicle utilization rateVehicle downtimeMaintenance and repair turnaround timePreventive maintenance complianceRepair and maintenance cost per vehicle / kmFleet condition and quality standardsVehicle registration and documentation complianceVehicle lifecycle cost / Total Cost of OwnershipVendor service quality and SLA performanceAsset accuracy and controlFleet-related CAPEX and OPEX efficiency
