Commissioning Manager – Buildings

Location: Riyadh - KSAWe are seeking an experienced Commissioning Manager – Buildings to lead and manage the complete commissioning process for major building projects.

The successful candidate will have proven responsibility for whole-building commissioning across all MEP disciplines, ensuring the successful testing, integration, operational readiness, and handover of all building systems.This role requires a strong technical leader with the authority and independence to challenge project delivery teams, enforce commissioning requirements, and ensure all systems meet client, regulatory, and operational requirements before final acceptance.

Key Responsibilities

Develop and implement the overall commissioning strategy, procedures, and execution plans throughout the project lifecycle.Lead and manage commissioning activities across all Mechanical, Electrical, Plumbing (MEP), and specialist systems.Coordinate commissioning activities with contractors, consultants, vendors, client representatives, and project stakeholders.Plan, manage, and execute Integrated Systems Testing (IST) to verify functionality and interoperability of all building systems.Lead and oversee cause-and-effect testing, life safety system verification, and emergency response scenarios.Ensure successful integration and operation of:Building Management Systems (BMS)HVAC SystemsFire Alarm & Fire Protection SystemsEmergency Power SystemsElectrical Distribution SystemsSecurity & Access Control SystemsCommunications and Low Voltage SystemsVerify emergency power transfer and operational sequences.Review and approve commissioning procedures, method statements, test scripts, and commissioning reports.Monitor commissioning readiness and ensure all prerequisites are achieved before testing and system energization.Manage the transition from construction completion to operational readiness and final handover.Ensure all commissioning documentation, O&M manuals, as-built drawings, testing records, and training materials are complete and accurate.Lead client witnessing activities, operator training, and final acceptance processes.Chair commissioning meetings and provide regular progress reports to project leadership and clients.Identify and resolve technical and commissioning-related issues to achieve successful project delivery.

Qualifications

Bachelor's degree in mechanical engineering, Electrical Engineering, or a related discipline.Minimum 15 years of experience in MEP commissioning and building services.Minimum 5 years of experience in a senior commissioning management role on major building projects.Demonstrated responsibility for whole-building commissioning, including integrated systems testing and final handover.Proven experience on large-scale commercial, mixed-use, healthcare, airport, data centre, hospitality, or institutional developments.Strong knowledge of commissioning standards, operational readiness, and handover requirements.Experience working on major projects within the GCC region is preferred.Key Competencies:Whole-Building CommissioningIntegrated Systems Testing (IST)Operational Readiness & HandoverMEP Systems IntegrationBuilding Management Systems (BMS)Life Safety & Cause-and-Effect TestingProject LeadershipStakeholder ManagementQuality Assurance & ComplianceTechnical Problem Solving
