Director of Finance & Procurement (مدير إدارة المالية والمشتريات)(Emirati) Salary: Approximately AED 60,000 per month (all-inclusive) Experience: Strong Government Sector Experience RequiredWe are seeking an accomplished Director of Finance & Procurement to lead and oversee the financial management and procurement functions within a government-related organization in Dubai.The ideal candidate will have extensive experience in financial planning, budget management, government procurement, financial governance, and strategic leadership, with a proven track record of ensuring operational efficiency, financial sustainability, and compliance with applicable government regulations and policies. Key Duties & Responsibilities Financial Strategy & PlanningDevelop and implement financial strategies, policies, and annual operating plans aligned with organizational objectives.Lead financial planning, budgeting, forecasting, and expenditure management.Monitor financial performance, cash flow, and budget utilization, identifying opportunities for cost optimization.Oversee financial reporting, management accounts, and financial statements to support executive decision-making.🔹 Budgeting & Financial ControlEnsure effective budget allocation, expenditure monitoring, and financial control across departments.Establish internal financial controls and risk management frameworks.Ensure compliance with applicable government financial regulations, policies, audit requirements, and delegated authorities.Lead internal and external audit coordination and oversee the implementation of audit recommendations.🔹 Procurement & Supply Chain ManagementLead the development and implementation of procurement strategies, policies, and annual procurement plans.Oversee tendering, sourcing, bid evaluation, contract negotiations, and supplier management.Ensure transparency, fairness, competitiveness, and compliance throughout the procurement lifecycle.Monitor procurement expenditure, supplier performance, contract terms, and cost-saving initiatives.Strengthen procurement governance and ensure value for money in all purchasing activities.🔹 Leadership & Stakeholder ManagementLead, develop, and motivate finance and procurement teams, ensuring high performance and accountability.Provide strategic financial advice and recommendations to senior management and executive leadership.Collaborate with government entities, auditors, suppliers, and internal stakeholders.Drive process improvements, digital transformation, and operational efficiency across both functions. Candidate Requirements Proven senior-level experience in finance and procurement within a government entity or government-related organization in the UAE. Strong knowledge of government budgeting, financial governance, procurement regulations, tendering, and contract management.Demonstrated leadership experience managing finance and procurement teams. Excellent analytical, negotiation, communication, and strategic decision-making skills.A relevant bachelor's degree in finance, accounting, business administration, or a related discipline; a master's degree; and professional certifications such as CPA, ACCA, or CMA would be an advantage.
