Institutional Development Expert (Arabic Speaker)

The role focuses on enhancing operational efficiency, supporting informed decision-making, and aligning departments with shared institutional objectives. You will work closely with senior stakeholders and contribute to initiatives that improve performance, governance, and organisational effectiveness.ResponsibilitiesDesign and implement strategies to improve efficiency and effectiveness across the MinistryDevelop plans aimed at improving the Ministry's overall performanceEvaluate existing processes and identify opportunities for improvementMonitor institutional projects that support strategic objectivesEnsure effective communication and coordination between departmentsPrepare periodic reports for the Undersecretary detailing task progress, approved objectives, and recommendationsProvide advice and support to the Office of the Undersecretary to inform decision-makingEnsure Ministry-wide compliance with the Delegation of Authority (DoA) matrix and follow up with departments on adherenceRequirementsRequired QualificationsDegree in strategic management10+ years of experience in strategy, institutional excellence, organisational development, or performance managementStrong experience in strategic planning and execution, KPI and performance management, and business process improvementSolid knowledge of governance, risk, and compliance frameworks, including delegation of authority frameworksAdvanced proficiency in Microsoft Excel for KPI tracking, performance data analysis, PivotTables, formulas, action trackers, and reportingProficiency in Microsoft PowerPoint for executive presentations and strategic performance updates, and Microsoft Word for formal reports and institutional development documentationExperience with strategy and KPI management systems, along with proficiency in AI productivity tools such as ChatGPT or Microsoft Copilot for research, summarisation, analysis, and report draftingExperience working directly with senior leadership and coordinating across departmentsNative proficiency in Arabic and professional proficiency in EnglishPreferred QualificationsExperience with Microsoft Power BI for KPI dashboards and performance trend analysisExperience with Microsoft Project or Planner for tracking strategic initiatives and milestonesExperience with project management and workflow systems for tracking assignments, approvals, and implementation progress
