Manager - IT Strategy and Planning

Job PurposeThe Manager - IT Strategy and Planning is responsible for developing, driving, and governing the Technology strategy, operating model, and strategic initiatives to ensure alignment with business objectives and organizational priorities. The role leads strategic planning activities, portfolio governance, performance management, budgeting coordination, and transformation initiatives across the Technology function to support Qiddiya's long-term vision and operational excellence.Key ResponsibilitiesTechnology Strategy & GovernanceDevelop and maintain the Technology strategy, roadmap, and strategic initiatives aligned with corporate objectivesSupport the definition and execution of the Technology operating model, governance framework, and organizational prioritiesEstablish and monitor Technology performance indicators, strategic objectives, and key results (OKRs/KPIs)Facilitate governance forums, steering committees, and executive-level reportingStrategic Planning & Portfolio ManagementLead the annual Technology strategic planning and workforce planning cyclesDevelop and maintain the Technology portfolio roadmap and investment prioritiesCoordinate cross-functional initiatives to ensure alignment with business requirements and strategic objectivesMonitor portfolio performance, risks, dependencies, and resource allocationBudgeting & Financial PlanningLead the Technology budgeting and forecasting processes in collaboration with Finance and business stakeholdersMonitor budget utilization, investment planning, cost optimization initiatives, and financial performanceSupport business case development and investment justification for strategic technology initiativesPerformance Management & ReportingDevelop executive dashboards, performance reports, and management presentationsTrack strategic initiatives, milestones, deliverables, risks, and benefits realizationPrepare reports and presentations for executive leadership, governance boards, and stakeholdersAnalyze technology performance metrics and recommend improvement initiativesTransformation & Continuous ImprovementLead strategic transformation programs and organizational improvement initiativesIdentify opportunities to optimize technology processes, governance, and operating modelsDrive continuous improvement and operational excellence initiatives across the Technology functionRequirementsQualificationsBachelor's degree in Information Technology, Computer Science, Information Systems, Business Administration, Engineering, or a related fieldMaster's degree (MBA or equivalent) preferredProfessional certifications such as PMP, ITIL, TOGAF, COBIT, or strategic management certifications are preferredExperienceMinimum 8-10 years of experience in Technology Strategy, IT Planning, PMO, Management Consulting, or Technology GovernanceExperience in large-scale organizations, digital transformation programs, or complex enterprise environmentsProven experience in strategic planning, portfolio management, budgeting, and executive reporting
