Planning Procurement Specialist

JOB DESCRIPTION1. Data Review and StandardizationCoordinate with relevant departments to review inventory data, purchase orders (POs), reserved orders, and inbound shipment schedules; standardize SKU/supplier codes, internal item codes, bundles/gifts, units of measurement, minimum order quantities (MOQs), and production, delivery, and QA lead times.2. Business Planning and Merchandise Demand PlanningReceive targets by Brand/Line/SKU/channel; allocate volumes by month, week, and campaign, and translate them into specific merchandise requirements.3. Inventory and Inbound Stock ControlCheck actual inventory, reserved stock, goods pending QA, supplier-held inventory, open POs, and goods in transit; clearly distinguish available-to-sell inventory from goods that are not yet eligible for sale.4. Purchase Requirements and Stock Replenishment PlanningDetermine stock availability dates, consumption requirements, target inventory levels, and reorder points; calculate net purchasing requirements based on MOQ, order multiples, minimum remaining shelf life, and campaign plans.5. Budget and Cash Flow ControlConvert purchasing requirements into a payment plan; coordinate with FP&A/Treasury to check budgets, payables, and payment schedules; monitor approval status without independently confirming fund availability.6. Purchasing Execution and Supplier Progress TrackingRequest quotations, compare prices and purchasing terms; prepare purchase requisitions (PRs) and purchase orders (POs); monitor contracts, production schedules, deliveries, Advance Shipping Notices (ASNs), Estimated Times of Arrival (ETAs), and handle schedule changes.7. Handover, Reconciliation, and Discrepancy ResolutionCoordinate with Warehouse/QA teams to inspect and receive goods against POs and Goods Receipt Notes (GRNs); resolve shortages, lot discrepancies, defects, and supplier feedback; reconcile prices, invoices, and deposits with Accounts Payable (AP)/Treasury, without independently recording AP transactions or approving payments.8. Reporting and Process StandardizationMonitor stock shortages, overstocking, stockouts, stock availability dates, inventory value, and delayed POs by SKU/Brand/supplier; develop templates, procedures, authorization matrices, and coordinate with BA/IT teams to standardize data.CANDIDATE REQUIREMENTSPreferably at least 3 years of experience in demand planning, procurement, and supply operations within the retail/e-commerce industry, including at least 2 years of direct responsibility for the entire process. Experience managing multiple SKUs and brands, as well as daily sales fluctuations, is required.Must be able to demonstrate experience in building or restructuring reports, processes, coding systems, planning parameters, and control methodologies in environments where systems are not fully developed, with actual operational implementation and measurable results.Able to clearly describe hands-on experience with SAP/Oracle/Dynamics/NetSuite/Odoo or other ERP systems. Must understand Excel-based interim controls, marketplace Order Management Systems (OMS), warehouse operations, product codes, documentation, APIs, and data limitations.Understand promotional schedules on TikTok Shop/Shopee, livestream sales, flash sales, affiliate programs, product bundles/gifts, post-promotion pricing, returns/exchanges, and changes in demand.Able to calculate demand, days of stock coverage, lead times, safety stock, and order quantities.
