Planning Section Head

Main Job purpose: Ensure providing project control services to the Project Director and/ or Project Manager in implementation of the project. Responsible for timely issue of project control deliverables & progress reports. Provide leadership to project controls team to plan, monitor, and control the execution of the project within the time and budgetary parameters, optimizing resource utilization. Assist project controls manager in development activities .

Responsibilities

Lead, manage, and develop the planning section, assigning tasks, setting priorities, and monitoring team performance to ensure high-quality, timely delivery.Oversee the development and review of detailed project schedules and baseline programs, ensuring alignment with project goals and company standards.Direct the monitoring, updating, and evaluation of project progress, identifying potential delays and approving mitigation strategies.Oversee delay analysis using methods such as Time Impact Analysis (TIA), and review and assess Extension of Time (EOT) claims.Collaborate with project managers, cost controllers, and contractors to ensure project timelines are met.Review and approve budget cash flow forecasts, ensuring alignment with project milestones.Lead planning meetings and resolve scheduling conflicts with internal and external stakeholders, escalating critical issues to the Projects Control Senior Manager when needed.Coach and mentor planning engineers through performance feedback and skill development.Define and standardize planning methodologies, tools, and reporting practices, and drive continuous improvement.Report regularly to the Projects Control Senior Manager on project progress, schedule risks, and team performance.

Qualifications

Bachelor’s degree in Bsc. Engineering (Construction Management, Civil/Mech./Electrical/Arch).10–15 years of experience in project planning, including at least 3 years in a leadership or supervisory role.Experience in the GCC market, particularly in the UAE.Advanced Primavera P6 certification is required; PMP certification is preferred.Strong proficiency in Power BI, Primavera P6, Microsoft Office, and AutoCAD.Strong leadership, stakeholder management, decision-making, and team coordination skills.Excellent command of the English language.
