المسمى الوظيفي: مدير عمليات الميناء (Port Operations Manager)الشركة: مسارات الميناء للتخليص الجمركيالموقع: جدة، المملكة العربية السعوديةنوع الوظيفة: دوام كامل – من مقر العملالوصف الوظيفيتعلن شركة مسارات الميناء للتخليص الجمركي عن حاجتها إلى مدير عمليات ميناء لديه خبرة عملية قوية في التخليص الجمركي والشحن الدولي، للإشراف على العمليات اليومية للشحنات داخل ميناء جدة الإسلامي، وإدارة ومتابعة مناديب التخليص، والتنسيق مع الوكلاء الملاحيين والجهات ذات العلاقة لضمان إنجاز إجراءات التخليص والإفراج عن الشحنات بكفاءة وفي الوقت المحدد.المهام والمسؤولياتإدارة والإشراف على العمليات اليومية للشحنات داخل ميناء جدة الإسلامي.الإشراف على مناديب التخليص الجمركي وتوزيع المهام عليهم ومتابعة أدائهم.التنسيق مع الوكلاء الملاحيين وشركات الشحن ووكلاء الشحن لمتابعة وصول الشحنات وتوافرها وإجراءات الإفراج عنها.تنظيم أولويات الشحنات ومتابعتها من وقت الوصول حتى انتهاء إجراءات التخليص والإفراج النهائي.متابعة إجراءات التخليص الجمركي، والبيانات الجمركية، والمعاينات، والمستندات المطلوبة.متابعة إصدار أذونات التسليم والتنسيق مع الوكلاء الملاحيين والأطراف المعنية.التأكد من اكتمال وصحة الفواتير التجارية، وقوائم التعبئة، وبوالص الشحن، وشهادات المنشأ وغيرها من المستندات.معالجة المشكلات التشغيلية والتأخيرات والملاحظات الجمركية بشكل سريع وفعال.متابعة رسوم التخزين والأرضيات وغرامات التأخير واحتجاز الحاويات والعمل على تقليل التكاليف الإضافية.التأكد من الالتزام بالأنظمة واللوائح الجمركية السعودية وإجراءات الميناء.متابعة استخدام منصة فسح والأنظمة ذات الصلة بالتخليص الجمركي.إعداد تقارير يومية عن الشحنات الواردة والمفرج عنها والمتأخرة والمعاملات المعلقة وأسباب التأخير.تقييم أداء المناديب ورفع كفاءة العمل وتحسين سرعة إنجاز المعاملات.التنسيق المستمر مع الإدارة والعملاء والوكلاء الملاحيين والجهات ذات العلاقة.الشروط والمؤهلاتخبرة عملية لا تقل عن 5 سنوات في التخليص الجمركي والشحن الدولي.خبرة سابقة في العمليات الميدانية داخل ميناء جدة الإسلامي أو أحد المنافذ الجمركية السعودية.معرفة شاملة بإجراءات التخليص الجمركي في المملكة العربية السعودية.خبرة عملية في التعامل مع الوكلاء الملاحيين وشركات الشحن ومناديب التخليص.معرفة بالتعريفات الجمركية وتصنيف البضائع وأكواد HS Codes والرسوم الجمركية.إجادة التعامل مع منصة فسح والمستندات والبيانات الجمركية وإجراءات المعاينة والإفراج.خبرة في إدارة فرق العمل وتوزيع المهام ومتابعة الإنجاز.القدرة على حل المشكلات التشغيلية واتخاذ القرارات المناسبة بسرعة.إجادة استخدام Microsoft Excel وإعداد التقارير التشغيلية.مهارات قوية في التواصل والتنظيم وإدارة الوقت.مؤشرات الأداء الرئيسية (KPIs)متوسط الوقت اللازم لإنهاء إجراءات التخليص الجمركي.نسبة الشحنات التي يتم الإفراج عنها ضمن الوقت المستهدف.عدد الشحنات المتأخرة والمعاملات المعلقة.دقة واكتمال المستندات والبيانات الجمركية.تكاليف التخزين والأرضيات واحتجاز الحاويات.إنتاجية المناديب وسرعة إنجاز المعاملات.سرعة معالجة المشكلات التشغيلية وتقليل أسباب التأخير.ملاحظة مهمة: يشترط وجود خبرة عملية مباشرة في التخليص الجمركي والشحن الدولي، ويفضل أن تكون الخبرة الميدانية داخل ميناء جدة الإسلامي. لن تكون الخبرة الإدارية العامة أو الخبرة في الشحن فقط كافية لشغل الوظيفة.طريقة التقديميرجى إرسال السيرة الذاتية مع توضيح الخبرة في التخليص الجمركي، وعمليات الموانئ، والتعامل مع الوكلاء الملاحيين، وإدارة مناديب التخليص.Job Vacancy: Port Operations Manager – Jeddah

Employment Type: Full-time, On-siteJob DescriptionMasarat Al Mina Customs Clearance is seeking an experienced Port Operations Manager with strong hands-on experience in customs clearance and international shipping to oversee daily shipment operations at Jeddah Islamic Port, supervise customs clearance representatives, coordinate with shipping agents and relevant authorities, and ensure timely and efficient customs clearance and shipment release.Key ResponsibilitiesManage and supervise daily shipment operations at Jeddah Islamic Port.Supervise customs clearance representatives, allocate daily tasks, and monitor their performance.Coordinate with shipping lines, shipping agents, and freight forwarders regarding vessel arrivals, shipment availability, and release procedures.Organize shipment priorities and follow up on shipments from arrival through customs clearance and final release.Monitor customs declarations, inspections, clearance procedures, and required documentation.Follow up on delivery orders and coordinate with shipping agents and relevant stakeholders.Ensure the accuracy and completeness of commercial invoices, packing lists, bills of lading, certificates of origin, and other required documents.Resolve operational issues, customs clearance delays, and documentation discrepancies efficiently.Monitor port storage charges, demurrage, detention, and other additional costs, and take action to minimize them.Ensure compliance with Saudi customs regulations, port requirements, and applicable import and export procedures.Monitor the use of the FASAH platform and other relevant customs clearance systems.Prepare daily reports covering incoming shipments, released shipments, delayed shipments, pending transactions, and reasons for delays.Evaluate team performance, improve productivity, and ensure timely completion of operational tasks.Maintain effective communication with management, clients, shipping agents, and relevant authorities.RequirementsMinimum 5 years of practical experience in customs clearance and international shipping.Previous hands-on operational experience at Jeddah Islamic Port or another Saudi customs port.Comprehensive knowledge of Saudi customs clearance procedures.Practical experience dealing with shipping lines, shipping agents, freight forwarders, and customs clearance representatives.Knowledge of customs tariffs, HS Code classification, product classification, and customs duties.Experience with the FASAH platform, customs declarations, inspections, and shipment release procedures.Proven ability to supervise field teams, assign tasks, and monitor operational performance.Strong problem-solving and decision-making skills.Proficiency in Microsoft Excel and operational reporting.Excellent communication, organizational, and time-management skills.Key Performance Indicators (KPIs)Average customs clearance turnaround time.Percentage of shipments released within the target timeframe.Number of delayed shipments and pending transactions.Accuracy and completeness of customs documentation.Port storage, demurrage, and detention costs.Productivity of customs clearance representatives.Resolution time for operational issues and reduction in shipment delays.Important NoticeCandidates must have direct, hands-on experience in customs clearance and international shipping.

Previous field experience at Jeddah Islamic Port is strongly preferred.
