Senior Director, Head of R&D Recruiting (Hybrid)

Location: This is a hybrid role (in-office Tues-Friday) and can be based in Seattle, Scottsdale, Boston, or NYCOverviewOutScout is partnered with a high-growth public safety tech company seeking a Head of Talent Acquisition to lead and scale its global recruiting organization, with primary responsibility for R&D hiring across Engineering, Product, Data, Security, and IT.This leader will own recruiting strategy and execution, build high-performing teams, partner with executive leadership, and improve hiring quality, speed, and scalability.Key ResponsibilitiesLead global talent acquisition strategy and execution, particularly across technical and product functions.Build, develop, and scale a high-performing recruiting organization.Partner with executive leaders to align hiring priorities, workforce planning, and recruiting capacity.Establish recruiting metrics, reporting, and operating rhythms to improve visibility and accountability.Improve recruiting processes, ATS discipline, automation, and candidate experience.Develop sourcing strategies and structured assessment processes for competitive technical talent markets.Drive hiring outcomes in a fast-paced, high-growth environment.Ideal Background10+ years of Talent Acquisition and/or HR experience.Significant experience leading and developing recruiting teams.Proven track record in technical recruiting across Engineering, Product, Data, or IT.Experience partnering with senior executives and influencing hiring decisions.Strong analytical skills and experience using recruiting metrics to drive performance.Experience scaling recruiting functions in global, high-growth organizations.Background in process optimization, recruiting technology, automation, and talent intelligence.CompensationBase + bonus + equity approx 350-425k OTEComprehensive medical, dental, and vision benefits.
