Senior HSE Manager – Civil & Infrastructure Location: Dubai, UAE – Covering Multiple Projects Company: Leading UAE Civil & Infrastructure Contractor Job Type: Full-Time, Permanent Salary: AED 65,000 monthly package (depending on experience) About the Company: Our client is a leading UAE Civil & Infrastructure Contractor with an established track record of delivering major engineering and infrastructure projects across the region. They are looking to appoint a Senior HSE Manager to oversee health, safety and environmental performance across multiple projects, reporting to the HSE Director. Position Overview: The Senior HSE Manager will oversee HSE delivery across major civil and infrastructure projects, including highways, road networks, airport runways, bridges, tunnels and associated works. The role will focus on implementing group HSE standards, managing project risks and supporting safe delivery across multiple sites. Working closely with the HSE Director and project leadership teams, you will manage HSE Advisors, monitor site performance and ensure effective controls are maintained throughout construction.

Key Responsibilities

• Multi-Project HSE Management: Oversee HSE performance across multiple projects, ensuring consistent implementation of group policies, project HSE plans and client requirements.
• Team Management: Manage and support HSE Advisors, coordinating site coverage, setting priorities and reviewing performance and development needs.
• Risk Management: Work with construction and engineering teams to assess project risks, review risk assessments and method statements, and ensure effective controls for high-risk activities.
• Site Inspections & Audits: Conduct and coordinate inspections and audits, identify areas for improvement and ensure corrective actions are completed and verified.
• Compliance & Management Systems: Maintain project compliance with applicable UAE legislation, authority requirements, client standards and the group’s HSE management systems.
• Incident Investigation: Manage incident and near-miss investigations, identify root causes and ensure corrective actions and lessons learned are communicated across project teams.
• Training & Engagement: Coordinate HSE training, briefings and awareness initiatives, supporting supervisors and site teams in maintaining safe working practices.
• Reporting & Coordination: Report HSE performance, significant risks and improvement actions to the HSE Director, working closely with project management teams and client representatives to resolve issues. Requirements & Experience:
• Proven experience managing HSE on large-scale civil and infrastructure projects, with responsibility appropriate to a Senior HSE Manager role.
• Experience on major projects valued up to and around AED 1 billion.
• UAE experience is highly preferred; candidates with GCC experience or comparable civil and infrastructure project experience in other countries will also be considered.
• Chartered Membership of IOSH is essential.
• A recognised health and safety qualification, such as a NEBOSH Diploma, relevant NVQ or degree, is essential.
• Experience overseeing HSE across multiple projects and managing HSE Advisors.
• Strong understanding of construction risk management, HSE management systems, auditing and incident investigation.
• Ability to work effectively with project leadership teams, clients and subcontractors to maintain consistent HSE standards.
• Strong communication, team management and reporting skills.
