Technical Delivery Manager

Job PurposeThe Technical Delivery Manager (TDM) owns end-to-end technical delivery of assigned projects, ensuring that solutions approved by the Architecture & Delivery Alignment Committee (ADAC) are delivered on time, in scope, and with the required quality and compliance. As the single technical delivery owner, the TDM coordinates AI, Data Science, Engineering, Infrastructure, and Security teams with Project Management, Architecture, Product, and clients.Key ResponsibilitiesDelivery OwnershipOwn technical delivery from internal kick-off through UAT, client sign-off, and closure.Contribute to requirement validation, and turn the ADAC-approved architecture and SOW into a delivery plan.Align scope, architecture, approach, and team capabilities; act as escalation point for risks and dependencies.Governance & QualityEnsure adherence to SAAL’s Delivery Governance Framework, architecture standards, and security policies.Participate in ADAC reviews at presales handover and key milestones, and enforce structured change control.Ensure artifacts meet agreed standards and non-functional requirements are delivered as committed.Oversee task breakdown, dependencies, and risk mitigation; support UAT, defect triage, readiness, and handover.Coordination & Client EngagementCoordinate AI, Data, Engineering, DevOps, Infrastructure, and Security teams across delivery streams.Align milestones with the Project Manager, features with Product, and transition with Sales and Presales.Act as the client’s primary technical delivery contact, with clear updates, workshops, and acceptance support.Track delivery effort and cost against budget, and manage vendor and subcontractor deliverables.Continuous ImprovementLead lessons learned and recommend improvements to governance, tools, and repeatable delivery models.Comply with SAAL policies on information security, data protection, and HSE.Qualifications and ExperienceEducation: Bachelor’s degree in Computer Science, Engineering, or a related field.Certifications (preferred): PMP or PRINCE2; Agile (PMI-ACP, PSM, or SAFe); ITIL 4 Foundation.Experience: 10+ years in technology delivery, including 5+ years in technical delivery, solution delivery, or engineering leadership, delivering complex multi-stream projects (AI, data, platforms, cloud) for enterprise or government clients (UAE preferred).Essential Skills Technical grounding in AI, data platforms, big data, and modern application architectures.Cloud and on-premises infrastructure, DevOps, and CI/CD; security and non-functional requirements.Agile and hybrid delivery, RAID management, and change control (Jira, Confluence, MS Project).Client-facing communication, negotiation, and executive reporting. Excellent English; Arabic is an advantage.
