Technical Manager

Department: Hard Services / Technical OperationsNationality: Saudi NationalCoverage: Five operational regionsJob PurposeOversee technical operations across project sites, ensuring maintenance activities meet contractual requirements, applicable statutory requirements, and approved technical standards.

Provide technical guidance to Regional Managers and Engineering Teams, resolve complex technical issues, and review additional works before submission and execution.Key ResponsibilitiesTechnical Operations and SupportProvide technical guidance to the five Regional Managers and Engineering Teams on complex maintenance issues and technical decisions.Review technical issues escalated from sites and coordinate practical solutions.Follow up on client technical concerns with regional teams until resolution and documented closure.Identify recurring technical failures and recommend corrective and preventive measures.Additional Works and Technical ReviewsPrepare or review scopes of work, technical requirements, cost estimates, and technical evaluations for additional works.Verify that proposed solutions meet site needs, contractual requirements, and applicable standards.Provide technical clarification and support before submission, approval, and execution.Specialist Subcontractor ManagementMonitor the technical performance of specialist subcontractors.Review planned preventive maintenance (PPM), corrective maintenance (CM), service reports, and contractual deliverables.Follow up on technical deficiencies and outstanding actions through closure.Site Inspections and ComplianceConduct planned and random technical inspections in the Central Region and support inspections in other regions when required.Verify maintenance activities against contract requirements, approved procedures, technical standards, and applicable statutory requirements.Assess workmanship, maintenance quality, and the condition of building systems and equipment.Coordinate corrective actions with regional teams and verify completion.Reporting and CoordinationMaintain a consolidated tracker of technical issues, inspection findings, and outstanding actions.Prepare periodic reports covering technical performance, recurring issues, subcontractor performance, and improvement recommendations.Coordinate with relevant internal teams and client representatives on technical matters.Qualifications and ExperienceMust-Have RequirementsSaudi national.Bachelor’s degree in Mechanical Engineering, Electrical Engineering, or a relevant engineering discipline.Minimum of 5 years of relevant experience in Hard Services, facilities management, or technical maintenance operations.Experience providing technical guidance to engineering and maintenance teams.Experience reviewing scopes of work, cost estimates, and technical submissions.Knowledge of building systems, including HVAC, electrical, plumbing, and fire and life safety systems.Understanding of PPM, CM, technical compliance, and specialist subcontractor management.Ability to travel between project sites across Saudi Arabia when required.Preferred QualificationsExperience supporting operations across multiple sites or regions.Previous experience in a Technical Manager or similar technical leadership role.Familiarity with MAXIMO or other Computer-Aided Facilities Management (CAFM) systems.Experience managing client technical escalations and additional works.Relevant professional certifications in engineering, maintenance, or facilities management.Key CompetenciesTechnical problem-solving and sound engineering judgment.Team leadership and cross-regional coordination.Clear communication and stakeholder management.Cost awareness and technical evaluation.Accurate reporting and documentation.Accountability for timely resolution and closure.Performance MeasuresTimely resolution and closure of technical issues.Compliance with contractual and technical requirements.Quality and accuracy of scopes, estimates, and technical evaluations.Completion of subcontractor deliverables and corrective actions.Reduction in recurring technical failures.Timely completion of site inspections and technical reports.
